Adopt Resolution Authorizing the Grant Application, Acceptance and Execution for the City's Raw Water Line Improvement Project

 

Summary

The City's Raw Water Line Improvement project a long overdue project necessary to ensure that the City's water sources remain resilient.  The project is currently in the last stages and design and engineering, but the funds for construction are unidentified in the City's Capital Improvement Program. The estimated cost constructing the multi-phased project is approximately $10 million.  The California State Department of Water Resources has funding available as part of its Urban and Multibenefit Drought Relief Grant Program.

 

The City started the application process through contracted grant services made available to the City and other smaller jurisdictions by Mendocino County.  Unfortunately, the funding for the contracted grant services wasn't sufficient to finish the application process for the Urban and Multibenefit Drought Relief Grant Program and staff is pulling together the applications last minute to meet the November 19, 2021 application due date.  The City is applying for 100% funding of the project.  In the event the City is not awarded the full $10 million from the Urban and Multibenefit Drought Relief Grant Program, supplemental funding is available through the California State Revolving Loan program.
