Adopt City Council Resolution Amending Rules of Procedure for Conduct of City Council Business
Summary
The time and place established for regular City Council meetings is set forth in Chapter 2.04 of the Fort Bragg Municipal Code. Section 2.04.010 states:
"The City Council shall hold its regular meetings on the second and fourth Mondays of each month beginning at 6:00 p.m., or at such other time as the Council may establish by resolution no more frequently than on an annual basis. A resolution changing the regular meeting time of a City Council meeting shall become effective 30 days following adoption of such resolution. In the event that a regular City Council meeting falls on a recognized City holiday, the meeting shall be held on the next regular business day at 6:00 p.m., or at such other time as the Council may establish by resolution no more frequently than on an annual basis."
In 2019, ten of the 22 regular City Council meetings adjourned between 9:30 and 10:30 p.m., which is very late for the public, Councilmembers and staff. Commencing meetings at 5:30 p.m. would allow for earlier adjournment. The attached Resolution revokes and replaces the previous Rules of Procedure, Resolution 4143-2019 adopted on January 14, 2019. Revisions to Article I of Exhibit A include:
1. Addition of subsection 1.2, Time of Meeting, which requires regular meetings to be called to order at 5:30 p.m. instead of 6:00 p.m.
2. Revision of subsection 3.1, Agenda, to reorder the subject topics of the agenda to conform with the Council's current agenda order.
3. Revision of subsections 5.1 through 5.3 to update the Manner of Addressing the City Council, Time Allotment, and Brown Act Requirements, as set forth on current Council agendas.
No changes were made to Article II of Exhibit A.
Staff recommends adoption of the attached Resolution. If adopted on January 27, 2020, the resolution would be effective February 26, 2020. The regular City Council meeting of March 9, 2020, ...
