Adopt Resolution Extending the Temporary Waiver of the Parking In-Lieu Fee for Changes of Use in the Central Business District
Summary
The Parking In-Lieu Fee was originally adopted in 2007, based on a nexus study completed the same year. The City Council has provided for a temporary waiver of the Parking In-Lieu Fee for changes in use in the Central Business District (CBD) since 2012, after applying a 50% reduction of the fee in 2011.
The intent of the waiver is to support economic vitality in the CBD and encourage new uses in vacant buildings and store fronts in the downtown. The current City Council extended that waiver for the calendar year 2019, and has indicated its support in continuing the waiver until parking in the CBD reaches a critical level during most hours and times of the year. This threshold has not yet been met. The proposed Resolution will extend the waiver through calendar year 2020.
