Adopt City Council Resolution Authorizing Submittal of Application to California State Department of Housing and Community Development for an Amount Not to Exceed $500,000 Under the HOME Investment Partnerships Program for Owner-Occupied Housing Rehabilitation Loan Program

Summary

The 2016 Notice of Funding Availability (NOFA) for the Home Investment Partnerships Program (HOME) was released on December 16, 2016. Grant applications are due February 2, 2017. On January 12, 2017, staff received direction from City Council to apply under the 2016 HOME NOFA for a $500,000 grant to operate an Owner Occupied Rehabilitation (OOR) Program. The HOME OOR grant would provide funding to the City of Fort Bragg to issue loans to low- and moderate-income City homeowners for repairs to homes to meet federal, state or local building codes and to correct health and safety deficiencies. If awarded, grant funds are paid out by the state HOME program on a reimbursement basis for Activities (home improvement loans), for Activity Delivery (direct costs of implementing the loan program), and for General Administration (up to 2.5% of total grant or $12,500 for a $500,000 grant). Activity Delivery funding is up to 24% of loans/grant amounts for OOR, reimbursed for direct costs such as home inspections and Program Operator and/or staff time. Staff has received confirmation that the Community Development Commission of Mendocino County, the County’s non-profit Housing Authority, is interested in acting as the City’s Program Operator if the grant is awarded. In order to file a HOME application, an Authorizing Resolution that conforms to HOME requirements must be adopted by City Council prior to application submittal. The Authorizing Resolution is attached.
