The duties and responsibilities of the Operations Manager position have expanded beyond the position’s original scope. Many of the responsibilities of the Public Works Superintendent were added after that position was eliminated. In addition to the usual direct supervisory tasks, the position regularly works with the Director of Public Works to set policy and develop department-wide procedures as well as high-level, inter-departmental coordination. Examples are: creating a fleet management system that includes all of the Police Department, supporting the Information Technology Division, creating a new financial analysis model for Public Works based Internal Services Funds (e.g. Building and Facilities), managing multi-million dollar capital projects (e.g. WWTF Upgrade Project) from engineering and environmental review through construction, developing a staff retention program and succession plan. The City's public facilities are now under the oversight of of this position: water (source system, treatment, distribution), sanitary sewer (collection, treatment), streets, landscaping, parks, buildings, parking lots, storm drain system, etc. The position has a high level of independent judgment that is exercised with the Director’s oversight rather than his specific direction. The position now operates at a level of authority and responsibility of an Assistant Director as normally practiced in the municipal engineering industry. These responsibilities also include serving as the Public Works Director in his absence.

The City Manager reviewed these proposed changes with the Personnel Commitee and the Committee recommended that they be brought forward to the City Council for approval. The change establishes a 5-step salary range for the new classification and is accounted for in the ...
