Title

Adopt City Council Resolution Approving First Amendment to the Professional Services Agreement with Mendocino Coast Chamber of Commerce to Carry Out Fort Bragg Promotional Activities and Authorizing City Manager to Execute Same (Amount Not to Exceed $81,423; Account 110-4391-0319)

 

Summary

Since November 22, 2010, support and oversight for the Fort Bragg Promotion Committee (FBPC) has been provided by the Mendocino Coast Chamber of Commerce pursuant to a Professional Services Agreement (Agreement). On June 22, 2015, City Council approved a new and updated Agreement that included substantive changes to the Consultant Scope of Work to accommodate requests for greater transparency about meetings and activities; clarity regarding member protocols; closer oversight of contract management, and improved Marketing Plan and Budget performance monitoring. On May 17, 2016, Chamber and FBPC representatives met with the Community Development Committee (CDC) to present the FY 2016/17 Annual Marketing Plan and Budget for CDC’s recommendation. Options for administration of the FBPC for FY 2016/17, especially as impacted by the proposed Transient Occupancy Tax (TOT) ballot measure and potential increase in TOT provided for promotional purposes, were also discussed.  The CDC recommended that the Chamber should continue to administer the FBPC throughout the FY 2016/17 year. Further information about the CDC discussion is provided in the related Conduct of Business item on this agenda. Staff has prepared a First Amendment to the Agreement approved on June 22, 2015, to authorize and guide Chamber administration of the FBPC through Fiscal Year 2016/17. The amendment extends the contract term through June 30, 2017; changes the Not to Exceed contract amount to reflect the FY 2016/17 budget of $81,423; and updates the Scope of Work to include the FY 2016/17 Annual Marketing Plan and Budget.  All other contract terms remain the same as originally approved on June 22, 2015.
