Adopt City Council Resolution Approving a First Amendment to a Professional Services Agreement with WRA Environmental Consultants for “City of Trails” Conceptual Design and Feasibility Project and Authorizing City Manager to Execute Same (Amount Not to Exceed $34,468, Account No. 314-3020-0630)

 

Summary

On July 13, 2015, the City Council approved a contract with WRA Environmental Consultants of San Rafael ("WRA") to complete a feasibility study and conceptual design for the "City Surrounded by a Trail" project (subsequently renamed "City of Trails" project). At a special City Council workshop regarding the City of Trails feasibility study, Council directed staff to make the Noyo Harbor/Fort Bragg Coastal Trail Connection a high priority. The proposed contract amendment includes changes to the scope of work to include the addition of North Harbor Drive and the Access Road from the Dredge Sands site to the Coastal Trail to the feasibility study and to complete conceptual design and engineering of these potential pedestrian and bicycle improvements. The additional services required of WRA and its subcontractor, Questa Engineering, are outlined in Exhibit A to the proposed First Amendment to Professional Services Agreement attached hereto. Costs associated with this increase in scope of work total $34,468 (see page 6 of Exhibit A). This amount is more than adequately covered by a Mendocino Council of Governments (MCOG) Transportation Planning Work Program Grant set aside for the Noyo Harbor Access Plan, which has a total budget of $55,770. The Term of the Agreement and Time of Completion are being extended by three months to allow time to complete the extra services.
