Adopt Joint City Council/Successor Agency Resolution Approving Professional Services Agreement with TRC Solutions, Inc. for Services Related to Oversight of the Mill Site Remediation Process in Accordance with the Polanco Redevelopment Act and Authorizing City Manager/Agency Director to Execute the Same (Amount not to Exceed $75,000; Account No. 110-4190-0319)

Summary

On October 13, 2015, the Fort Bragg City Council adopted Resolution No. 3859-2015 and the Fort Bragg Redevelopment Successor Agency adopted Resolution 15-2015 approving a professional services agreement with TRC Solutions, Inc. for services related to oversight of the Mill Site Remediation Process in accordance with the Polanco Redevelopment Act. The City Council also approved Budget Amendment 2016-14 appropriating $75,000 for the TRC Solutions, Inc. contract. At that time, the proposed contract had not been executed by TRC Solutions, Inc. and, upon review by TRC Solutions, Inc., some revisions to the contract language regarding indemnities and insurance were requested. Given the nature of the consultant services to be provided, the requested revisions are reasonable and do not present unacceptable risks. The professional services agreement was also revised to reflect that it is between the City of Fort Bragg/Fort Bragg Redevelopment Successor Agency and TRC Solutions, Inc. Council approval of the revised agreement is recommended as the technical expertise and services of TRC Senior Project Manager, Glenn Young, are needed in order for the City/Successor Agency to continue to fulfill its oversight obligations under the Polanco Redevelopment Act.
