Adopt City Council Resolution Affirming Change Orders No. 1 - 29 with Granite Construction Inc. for the Fort Bragg Coastal Trail Project; City Project 2014-01

Summary

In 2014, the City Council awarded a contract for an amount not to exceed $ 4,246,921 to Granite Construction, Inc. for construction of the Fort Bragg Coastal Trail Project (City Project No. 2014-01).  Over the course of the two-year project, staff processed a number of change orders for the project. The City Manager is authorized to approve change orders that total less than 10% of the total contract award, which in this case would be $424,692. The aggregate amount for all of the change orders is $109,938.94, which is below this threshold. The aggregate amount includes $807,137 in project components that were deleted from the project and $917,076 in project construction costs which were added to the project. While these change orders individually and collectively do not rise to the amount requiring City Council approval, the amounts are significant and therefore a resolution has been prepared for the Council to affirm the change orders.

 

The change orders were required to effectively complete the project within the constraints of the funds available. Some of the change orders reduced the cost by eliminating optional design items (bid alternates) for which there were insufficient funds and some were necessary to address issues found in the field, design changes to the project, and expansions of the project.  There are sufficient funds within the Coastal Trail Proposition 84 grant, the Coastal Trail Coastal Conservancy Grant, and D1 funds already committed to this project to cover the costs of the additional work within Change Orders No. 1- 29.
