Title
Adopt City Council Resolution Authorizing City Manager to Execute Amendment to License Agreement with Georgia Pacific, LLC Relating to Coastal Restoration and Trail Project

Summary
On June 23, 2014, the City Council Approved a License Agreement with Georgia Pacific, LLC (GP) which grants the City and its contractors temporary access on Georgia Pacific property to facilitate the efficient construction of the Coastal Restoration and Trail Project and to allow for construction of stormwater management berms on Georgia Pacific property. The City and Georgia Pacific has agreed, in concept, on terms for a transfer of property from Georgia Pacific to the City and an amendment to the License Agreement is desired at this time to allow for construction of access improvements and fencing in advance of the transfer of title of the lands to be transferred. The amendment will allow the City and its contractors to construct access improvements and fencing along the extension of Cypress Street westward from its intersection with Main Street to the Coastal Trail parking lot at the south end of the runway and to install fencing along the east side of the runway. It will also allow for construction of a new tier of parking on Georgia Pacific property immediately south of the Elm Street parking lot. Public access will not be permitted on the lands covered by the License Agreement amendment until the transfer of title to the property has occurred. That transaction is expected to be completed in September 2015.  At this time, staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute the amendment to the License Agreement. The amendment has been executed by the Georgia Pacific signator.
