Adopt City Council Resolution Establishing a Compensation Plan and Terms and Conditions of Employment for Exempt At-Will Executive Classifications and Amending FY 2015/16 Budget to Appropriate $5,000 of Additional Costs
Summary
On June 8, 2015, the City Council provided direction regarding changes to the compensation plan and terms and conditions of employment for Exempt At-Will Executive Classifications. A new resolution has been prepared to replace Resolution No. 2656-2013 (Resolution of the Fort Bragg City Council Establishing a Compensation Plan and Terms and Conditions of Employment for Exempt At-Will Executive Classifications).
The new resolution is for a two-year term ending on June 30, 2017 and it establishes the following changes to compensation and benefits:
Effective July 12, 2015:  
      1.5% Salary Adjustment
      One-time payment of $1,000
      7% Employee paid CalPERS contribution for "Classic" Miscellaneous and Safety employees (if not subject to Time in Grade Exception)
Effective first full pay period in July 2016:
      1.5% Salary Adjustment
      One-time payment of $500
      7% Employee paid CalPERS contribution for "Classic" Miscellaneous employees
      8% Employee paid CalPERS contribution for "Classic" Safety employees (if not subject to Time in Grade Exception)
The City will prepare a Salary Survey for Exempt At-Will Executive Classifications by January 1, 2017 to help inform consideration of "salary equity adjustments" in the FY 2017/18 budget.      
The FY 2015/16 Budget includes the costs of the salary adjustments and CalPERS adjustments but does not include the costs of the one-time payments in the amount of $5,000 (Note: one of the six management positions will be vacant on July 1, 2015). The Resolution authorizes a budget amendment to cover these costs.
