Summary
In an effort to refine operations, improve services, and determine how best to fill the Mendocino Coast Recreation and Park District (MCRPD) Executive Director position, the MCRPD retained the services of Mike Shellito of Shellito Training and Consulting to conduct an operational assessment. The assessment includes the C. V. Starr Community Center, which is operated in partnership with the City of Fort Bragg. Particular attention was focused on staffing and financial organization of the MCRPD with regard to the special requirements of agreements between the District and the City of Fort Bragg. City staff was interviewed by the consultant but has not been involved in the formulation of the report recommendations.

Staff is seeking direction from the City Council and MCRPD Board regarding implementation of the report recommendations which includes merging MCRPD and CVSCC staff with cost allocations to the MCRPD and the CV Starr Enterprise Fund. The cost allocation proposals would result in additional expenditures of approximately $100,000 from the C.V. Starr Enterprise Fund to offset costs associated with recreational programs offered by the MCRPD within the City of Fort Bragg. The report does not address revenue generated by Fort Bragg programs and therefore, some portion of the $100,000 may be offset by these revenues.

MCRPD’s Interim Executive Director Ethan Newton and consultant Mike Shellito will present a report, including recommendations and respond to questions.
