Summary
The City of Fort Bragg has been included in a three-county Recycling Market Development Zone (RMDZ) comprised of Sonoma, Mendocino and Lake counties since the RMDZ was created in 1994.   The RMDZ is a state program to promote industries that use recyclable materials as feedstock.   It offers a variety of technical assistance and access to a low-interest loans.  The RMDZ designation by the State's CalRecycle Department expires this year and must be renewed.  To do so, resolutions from each participating jurisdiction are required.  The wording of the attached resolution meets a variety of statutory requirements.
The RMDZ is administered by the Mendocino County Economic Development and Financing Corporation (EDFC) with the support of the Mendocino Solid Waste Management Authority (MSWMA).  There is no burden on the City of Fort Bragg for funds or administrative support. Adoption of the resolution will make businesses within the City of Fort Bragg eligible for resources from the RMDZ if they meet the criteria of the program.   If the resolution is not adopted, such businesses won't be eligible.
