Summary
One of the activities funded in the City’s 2014 Community Development Block Grant is a public service employment training activity called the Giving Garden Program. This activity was approved for inclusion in the 2014 CDBG grant application by City Council after a public hearing held on March 24, 2014, and following direction received from Council at the February 24, 2014 City Council meeting, and after the concept was brought forward from the January 7, 2014 Design Phase Public Hearing process. The 2014 grant provides a total of $186,047 to install and operate a garden, hire garden and vocational services staff, implement a vocational program, and supervise the program. The intended beneficiaries of the Giving Garden Program are homeless individuals or persons transitioning from homeless status, including homeless clients with mental health needs. The program was designed by local nonprofit organization Mendocino Coast Hospitality Center, Inc. (MCHC) staff with assistance from the staff of non-profit Noyo Food Forest. In the City’s grant application, MCHC was described as the intended grant subrecipient who would have primary responsibility for implementing and operating the program. The Agreement period will not begin and the Program cannot commence until the 2014 CDBG grant agreement is fully executed and all Giving Garden Program grant special conditions are cleared by the City and CDBG.
