Summary
Pursuant to new Community Development Block Grant (CDBG) program requirements that changed how CDBG Program Income may be expended, on January 12, 2015 City Council approved the addition of Supplemental Activities to the 2012 CDBG Grant #12-CDBG-8388. At this time, CDBG is processing an amendment to the 2012 grant agreement to add the approved Supplemental Activities. One of the Supplemental Activities was the Food Bank Public Service activity to purchase and install a used refrigerated storage unit and an electric pallet jack. City Council authorized total expenditure of up to $20,000 for the Food Bank, including up to $15,000 for the overflow freezer and up to $5,000 for the electric pallet jack. Before funds can be expended, the City is required to enter into a subrecipient agreement with Mendocino Food and Nutrition, Inc., the non-profit operator of the Food Bank. The subrecipient agreement ensures that the Food Bank is aware of CDBG regulations and ensures that their activities are compliant with federal and state CDBG requirements. Activities will be monitored by City staff, as required by CDBG and as noted in the agreement. CDBG provided a subrecipient agreement template and staff inserted language specific to the Food Bank and to the approved activities. CDBG staff provided preliminary approval to the subrecipient agreement as presented. If the subrecipient agreement is approved, and once other grant special conditions are cleared by CDBG, the activity may commence.
